Our depth of expertise as practitioners in executing PPP transactions and shaping public policy governing PPPs is unmatched. Our founder and directors pioneered and managed many large PPP transactions and have advised governments in Sri Lanka and the region on PPPs. Several of our team members have formal PPP certifications and were engaged in senior positions in the Ministry of Finance of the Government of Sri Lanka prior to joining TWC.

PPP Policy, Law and guidelines

Particularly for donor assisted programs and governments, our team has had experience in drafting PPP policy, procurement guidelines and statues governing PPP process. In particular, we have been engaged to carry out policy work connected with treatment of unsolicited proposals.  Our hands on experience in PPP transactions has helped us to make meaningful refinements to existing PPP rules and regulations

Our founder, Thilan Wijesinghe, and Executive Director and Chief Legal Counsel, Aritha Wickremasinghe, have conducted numerous capacity building workshops on PPP promotion, PPP case studies, port sector PPP structuring and concession agreements, PPP concession agreement negotiation etc.
